Session 1 - Getting to Yes: How to Ensure Effective Consultation

Session Description: Timely and meaningful consultation between public and private school officials is the foundational principle of equitable services. This session will provide participants with an in-depth understanding of consultation, including (1) when and how to initiate consultation; (2) required consultation topics; (3) how to achieve the goal of reaching agreement, including practical tips for a smooth and collegial process; and (4) documenting consultation.
We’ll be joined by Michael Coppotelli, who will share practical tips for making consultation work. With a background managing hundreds of millions of dollars in government services for Catholic Schools in New York and across the country, Michael understands the nuances of consultation from the single-school level up to massive 200-school districts. He serves as a bridge between non-public schools and government officials, having worked closely with the U.S. Department of Education and local educational agencies to ensure equity and access. Michael specializes in turning conflict into cooperation—most notably by successfully resolving high-stakes complaints at the local level to avoid federal intervention. As the founder of Bridge & Learn Advisors, he partners directly with schools, districts, and state educational agencies to optimize non-public school consultation and programs.

Session 2: Money Matters: Equitable Services Funding and Other Fiscal Considerations

Determining the amount of funding available for equitable services can be challenging and is one of the most common sources of tension in the equitable services planning process. This session will examine the requirements for determining equitable services funding, including the available measures of poverty under Title I. This session also will address other hot topics in the fiscal arena, including pooling, administrative costs, and transferability.

Distinguish among permissible measures of poverty and evaluate how those choices affect funding allocations

This session will explore (1) how to identify those eligible to receive services, (2) methods of delivering services, (3) allowable uses of funds, and (4) the coordination of services across programs.

This will include discussion of program evaluation and improvement as well as various elements of monitoring and enforcement, including the critical role of the ombudsman, complaints, and appeals.
