Timely and meaningful consultation between public and private school officials is the foundational principle of equitable services. This session will provide participants with an in-depth understanding of consultation, including (1) when and how to initiate consultation; (2) required consultation topics; (3) how to achieve the goal of reaching agreement, including practical tips for a smooth and collegial process; and (4) documenting consultation.

Determining the amount of funding available for equitable services can be challenging and is one of the most common sources of tension in the equitable services planning process. This session will examine the requirements for determining equitable services funding, including the available measures of poverty under Title I. This session also will address other hot topics in the fiscal arena, including pooling, administrative costs, and transferability.

Delivering effective services to eligible children, their families, and educators is the ultimate goal of ESEA equitable services. This session will explore (1) how to identify those eligible to receive services, (2) methods of delivering services, (3) allowable uses of funds, and (4) the coordination of services across programs.

The final session of the Equitable Services Institute will focus on ensuring that services are effective and what happens when challenges arise. This will include discussion of program evaluation and improvement as well as various elements of monitoring and enforcement, including the critical role of the ombudsman, complaints, and appeals.
